If time isn't an issue, you can send an international bank draft in the currency of the receiver's country. This is similar to sending a cheque and is a widely accepted means of sending funds.
A bank draft must be deposited into a bank account. You should therefore check that the recipient does indeed have a bank account where the draft can be deposited.
